With reference to my Despatch

No. 76 of the 27th. of March last, I have the honour to
inform Your Lordship that at the time of granting leave of
absence to the Superintendent of Mails I approved of his
duties being performed by Mr. R. Gutierrez, a Second Grade
Clerk of 26 years' service employed in the Mall Branch of
the Post Office in addition to his own duties.

There are a number of clerks em-
-ployed in the Branch and it is essential that there should
be a Superintendent to personally receive and despatch the
mails and to manage the Branch.
The appointment of Mr. Gutierrez
was the only arrangement that could be made for properly
carrying on Mr. Savage's duties; and as the double work
necessitates the attendance of Mr. Gutierrez at 7 A.M. and
